La confusa politica sociale dell’amministrazione comunale: elemosina e solidarietà
Un’amministrazione che si permette il lusso di regalare al senatore del pd Ranucci 18mila mq edificabili del nostro patrimonio comunale per realizzare il suo porto; che annovera tra le priorità un pista ciclabile vista mare con una passerella in legno per una lunghezza di 10 km; che prevede la costruzione addirittura di una scala mobile per agevolare i poveri turisti che dalla stazione ferroviaria si devono recare al porto; che spende più 100mila euro all’anno dei nostri soldi per dotare il sindaco di uno staff di cui francamente ignoriamo l’utilità, non trova però i fondi per far fronte all’emergenza sociale di di 300 famiglie e chiede alla croce rossa e ai volontari della città di adoperarsi per una raccolta straordinaria di generi di prima necessità.
D’altronde il solo fatto che il dato sia fornito dalla croce rossa e non dai servizi sociali, e che sia comunque approssimativo, come la stessa addetta stampa sottolinea, lascia adito a pensieri diversi su come si stiano affrontando e pianificando interventi per emergenze sociali come questa.
Conoscendo molto bene la complessità e la vastità dei problemi correlati all’indigenza delle famiglie formiane, possiamo confermare all’assessore Talamas che la sua è una stima per difetto.
Ci chiediamo come si possa pensare di impostare un serio intervento politico di sostegno non conoscendo bene neanche l’entità del problema; come si può pensare di impostare azioni di aiuto senza adeguata disponibilità economica, che in una situazione drammatica come questa, deve provenire necessariamente da storni di bilancio immediati, sulle innumerevoli voci non prioritarie, se non addirittura inutili, come ad esempio quelle del così detto “staff del sindaco”.
Attraverso la buona volontà di volontari e associazioni che, giustamente, hanno dato la propria disponibilità, si chiede al buon cuore dei formiani di spendere qualcosina in più al supermercato per comprare una saponetta, un dentifricio, una quaderno, ricorrendo all’elemosina camuffata da solidarietà.
Una giunta comunale che non pone tra le priorità un piano regolatore sociale concreto e fondi adeguati per attuarlo e invoca un’operazione di elemosina collettiva, quando nel contempo sperpera migliaia di euro in consulenze inutili, iniziative discutibili, progetti urbanistici inutili e dispendiosi, è una giunta che si dimostra opportunista e per niente attenta alle gravi emergenze sociali presenti nella nostra comunità.
E’ a dir poco vergognoso che si continui a trovare tempo e spazio per il porto Ranucci, tanto da scrivere nella delibera n. 207 del 02/08/2013, che si chiederà di accelerare l’iter per la sua approvazione, e si debba invece ricorrere all’elemosina collettiva per combattere forme di povertà ormai strutturale.
D’altronde cambia il direttore d’orchestra ma la musica rimane la stessa. Come non ricordare che nel dicembre del 2010, la giunta comunale guidata Forte Michele, e sostenuta dall’attuale presidente del consiglio comunale Tallerini e dall’attuale assessore Zangrillo, sottrasse circa 40mila euro ai servizi sociali per destinarli alle luminarie natalizie.
Di fronte alla drammatica situazione sociale nella quale versano centinaia di famiglie della nostra comunità, servono piani concreti e contestualizzati di sostegno sociale ed economico; serve la creazione di una rete funzionante tra enti e soggetti operanti nel settore che sia snella efficiente ed efficacie; servono fondi immediati, che a nostro avviso devono essere individuati interrompendo lo spreco di denaro pubblico che anche questa amministrazione si concede, ad esempio: riducendo lo staff del sindaco; riorganizzando il personale riducendo la pletora degli 9, sovrastimati dirigenti, che annualmente costano alla cassa della comunità oltre 700mila euro; rinunciando a opere pubbliche visionarie e inutili; utilizzando l’indennità dei consiglieri comunali per un anno e qualora sia necessario anche dei componenti della giunta stessa; oppure ancora di evitare di concedere contributi a destra e a manca, soprattutto quando si tratta di finanziare iniziative a scopo di lucro.
Questi sono solo alcuni semplici consigli su dove e come si potrebbero recuperare soldi per programmare politiche di sostegno a lungo termine, che un’amministrazione convinta di voler incidere sulla lotta all’esclusione economica e sociale avrebbe ancora il tempo per fare.
