La barbarie sociale avanza senza sosta
I fatti sono noti a tutti: Con deliberazione di giunta comunale n.462 del 31.12.2014 l’attuale amministrazione comunale ha imposto l’obbligo del pagamento delle strisce blu a Formia a tutti disabili che automuniti hanno la sventura di capitare nella nostra città.
Dal 10 gennaio scorso infatti anche i cittadini disabili, con automobili provviste di regolare contrassegno rilasciato dalle autorità competenti, dovranno pagare 1 euro per poter parcheggiare le proprie automobili nel centro di Formia, senza il timore di incorrere nella contravvenzione di 45 euro prevista dal Codice della Strada.
La motivazione con la quale viene imposto il vergognoso balzello la troviamo all’interno proprio della delibera n.462/2014, approvata con il voto favorevole del sindaco Bartolomeo e degli assessori Manzo, Masiello, Spertini e Zangrillo.
E’ infatti scritto che se è vero che “l’art. 188, c. 3 D.Lgs. 285/1982 statuisce che i veicoli al servizio delle persone invalide non sono tenute all’obbligo del rispetto dei limiti di tempo se lasciati in sosta nelle aree di parcheggio a tempo determinato”, è anche vero che “la normativa non prevede invece che, laddove la sosta sia soggetta a tariffazione a tempo, i titolari di contrassegno invalidi siano esonerati dal pagamento”. Per questo dispone che i titolari di contrassegno invalidi di cui al C.d.S. dovranno corrispondere la tariffa di € 1,00 per parcheggiare sulle strisce blu. Fortunatamente rimane valida la gratuità per gli stalli delimitati da segnaletica orizzontale di colore giallo.
Per rendere meno amara la pillola si è dato poi mandato al Dirigente del Settore Polizia Locale e Servizi Sociali di aumentare del 25% rispetto a quanto previsto per legge gli stalli di sosta riservati gratuitamente ai detentori del contrassegno invalidi.
Non sappiamo se tale indicazione sia stata poi rispettata o meno, in quanto non è stato possibile verificarlo nella pratica.
Ma non finisce qui, perché se è vero che i tecnicismi di cui è piena l’atto incriminato pare assolvano l’amministrazione comunale, ci preme sottolineare però che alla deliberazione manca quell’umanità che invece vorremmo fossero pieni gli atti pubblici.
Non si tratta di elargire una qualche forma di carità pelosa ai disabili, sarebbe offensivo nei loro confronti, ma semplicemente di garantire loro la gratuità delle strisce blu, un gesto di semplice buonsenso.
E tutto questo per garantire qualche euro in più a chi gestisce la sosta a pagamento nella città di Formia.
Vorremmo ogni tanto che noi cittadini si possa essere orgogliosi della nostra città e non doverci vergognare continuamente per colpa dell’operato dei nostri amministratori.
Eppure la nostra amministrazione è stata sempre attenta a strombazzare ai quattro venti la propria attenzione nei confronti della disabilità, con tutta una serie di pompose iniziative che alla luce dei fatti narrati sono la conferma invece del vuoto progettuale che caratterizza l’attuale amministrazione.
D’altronde da sempre la nostra città è nemica dei disabili e la vergognosa deliberazione n.462/2014 ne è solo l’ennesima conferma.
Ovviamente non è un problema di oggi, ma è chiaro che fino a quando non verrà affrontato, e risolto, graverà come un macigno sulle coscienze di chi ha amministrato questa città nell’ultimo ventennio.
Correndo dietro ai soldi la sinistra borghese a perso qualsiasi parvenza di umanità.
Resto la nostra assoluta volontà di non essere più accostati a chi ha trasformato la politica in un luogo dove contano più gli interessi particolari dei singoli consiglieri che quelli della collettività.
