Nel presentare il rapporto 2016 sull’attività ospedaliera nel nostro Paese il presidente dell’Aiop (associazione italiana ospedalità privata), ha dichiarato che «l’Italia investe ancora poco in sanità, meno della Croazia, mentre siamo a distanze siderali da Paesi più vicini a noi, come Germania e Francia che spendono per il settore tra 60 e 100 miliardi più di noi. Negli ultimi anni, poi, i tagli, la crisi e la mancanza di correttivi per rendere efficiente il servizio pubblico «come avevamo ampiamente previsto, hanno creato difficoltà per le famiglie che hanno rinviato (il 1,2%) le cure o addirittura rinunciato ad esse (10%)».
Lo conferma il fatto che la percentuale di PIL che si spende in Italia per la sanità pubblica è appena del 7,1%, contro una media europea che è del 9,2.
C’è da dire poi che molti dei soldi spesi in Sanità nel nostro paese se ne vanno in corruzione, per cui quello che arriva a destinazione in termini di capitali effettivamente impiegati è ancora meno. Tradotto: la nostra sanità pubblica, grazie all’abnegazione la competenza e l’inventiva dei suoi operatori, in questi anni è stata eccezionale se è vero che nel recente passato (ora crediamo non lo sia più), veniva collocata al secondo posto nel mondo dalla OMS, nonostante lo scarso sostegno economico dallo Stato.
D’altronde l’avvento della politica del rigore – imposta dai governi liberisti (molti dei quali sostenuti dal partito democratico) – ha fatto dei tagli la propria ragione di vita anche se ciò ha significato la distruzione della sanità pubblica.
Con la scusa della lotta agli sprechi e alla corruzione si sta di fatto portando la sanità pubblica al collasso. Basta farsi un giro negli ospedali per capire quanto questo sia vero oppure provare a fissare un appuntamento per una visita specialistica.
Bisogna dire NO con forza alla morte della sanità pubblica e pretendere come facciamo noi comunisti da anni:
- il mantenimento e lo sviluppo della prevenzione;
- liste di attesa “corte” in modo da impedire che si debba ricorrere alle visite private in molte situazioni. Questo può essere fatto ad esempio convertendo l’attività ”intramoenia” (le visite private in ospedale) in attività pubblica fino ad ottenere l’azzeramento delle liste d’attesa;
- che si favorisca la ricerca e si valorizzino i giovani ricercatori, altrimenti vanno all’estero (tra parentesi, ogni laureato in medicina ci costa 200mila euro);v
- una vera assistenza domiciliare gratuita, specialistica e costante, per i disabili e gli anziani;
- la verificare delle condizioni di lavoro in sanità, il completamento delle piante organiche, chiarezza su esternalizzazioni, appalti e subappalti;
- a livello locale invece che si ponga fine all’ormai decennale diatriba legata alla futura realizzazione del policlinico del golfo, che dimostra di essere l’ennesima promessa mancata di chi in questi anni ha monopolizzato la scena politica formiana.
Concludiamo infine sottolineando come l’annuncio dal ministro della salute Lorenzin circa l’approvazione – dopo oltre quindici anni – dei nuovi Livelli Essenziali di Assistenza sanitaria (LEA), cioè le prestazioni e i servizi che il Servizio Sanitario Nazionale (SSN) è tenuto a garantire a tutti i cittadini, gratuitamente o in compartecipazione, grazie alle risorse raccolte attraverso il sistema fiscale, sono in teoria fantastici, ma senza adeguati finanziamenti si dimostreranno essere l’ennesimo buco nell’acqua di una politica che promette e mai mantiene. E ovviamente a pagarne le consenguenze sono i cittadini, soprattutto quelli che non si possono permettere di spendere migliaia di euro. Non è un caso che le famiglie che rinunciano alle cure mediche sono il 10% del totale, numeri indegni di un paese come nostro, che spende decine di miliardi di euro per salvare le banche e altrettanti per l’acquisto dei costosissimi aerei da guerra F35, ma è pronto a sacrificare la salute di noi cittadini in nome del pareggio di bilancio. E’ l’ennesima conferma che – come il lavoro – è diventata una merce come un’altra, nonostante la nostra Costituzione la tuteli.
