Il destino di Equitalia e della TARES nella nostra città
Una boccata di ossigeno per i cittadini vessati da anni da Equitalia, perché è chiaro che noi non ne rimpiangeremo i suoi metodi molto spesso sopra le righe, vedi le cartelle esattoriali “illegittime “spedite per conto di Acqualatina, ma siamo anche consci che questo si trasformerà in un vero e proprio dramma per le casse sempre più povere del nostro comune, costretto a fare i conti non solo con i mancati introiti targati Equitalia, ma anche con un taglio sempre più feroce dei trasferimenti da parte dello Stato centrale, che fregandosene dei bisogni dei cittadini ha usato la scure dei tagli per obbligare i comuni al taglio dei servizi, favorendone in molti casi la privatizzazione, oppure cosa ancora più grave hanno introdotte nuove tasse che hanno colpito in maniera disuguale i cittadini.
Infatti ad essere fortemente penalizzate sono state soprattutto le classe sociali più povere, che invece di essere sostenute con provvedimenti legislativi adeguati, sono state abbandonate al loro destino.
Certo che i comuni hanno avuto molto tempo per adeguarsi, ma in molti casi non lo hanno fatto. Secondo fonti giornalistiche, i comuni italiani inadempienti sono 6000 su 8000.
E’ il comune di Formia?
Probabilmente la notizia è sfuggita al comune di Formia, che infatti con determinazione n.128 del 08/05/2013, dell’ufficio “economico-finanziario”, ha affidato la riscossione delle delle prime tre rate della TARES per l’anno 2013 proprio alla società Equitalia sud s.p.a.
Ancora prima con deliberazione di Giunta Municipale n. 114 del 19 aprile 2013 la vecchia amministrazione aveva stabilito la riscossione del nuovo tributo comunale sui rifiuti e servizi in quattro rate (con le seguenti scadenze: 30/06/2013 – 31/08/2013 – 31/10/2013 – 31/12/2013).
Così come di analogo tenore paiono essere le successive determinazioni e cioè la n.157 del 22/05/2013 (approvazione ruolo tassa rifiuti solidi urbani -suppletivo anno 2012 e precedenti) e la n.158 del 22/05/2013 (approvazione ruolo per acconto TARES anno 2013), entrambe emesse dall’ufficio “economico-finanziario” senza che sia chiarita la questione Equitalia.
La TARES (“TAriffa Rifiuti E Servizi”) è un’imposta in tema di gestione dei rifiuti figlia dalla legge 22 dicembre 2011 n. 214, in sostituzione della TIA (Tariffa di igiene ambientale) o, come nel nostro caso della Tassa smaltimento rifiuti solidi urbani (TARSU).
Il nuovo tributo, introdotto dalla legge 22 dicembre 2011 n. 214, di conversione del decreto legge 6 dicembre 2011 n. 201 (c.d. “decreto salva italia”), entrerà in vigore dal 1º gennaio 2013 e consiste in un’imposta basata sulla superficie dell’immobile di riferimento, che ha come obiettivo la copertura economica per intero del servizio di raccolta e smaltimento rifiuti del comune, ma non solo.
La TARES dovrà finanziare anche i “servizi indivisibili” forniti dai comuni come, ad esempio, l’illuminazione pubblica, la manutenzione delle strade, la polizia locale, le aree verdi, servizi che attualmente vengono pagate dai cittadini con le normali tasse.
Quindi da un lato ci sarà un aumento delle imposte comunali ai danni dei cittadini e dall’altro queste tasse non saranno probabilmente riscuotibili perché il comune di Formia non ha, per tempo, avviato le procedure per trovare un soggetto pubblico in grado di sostituire Equitalia nello svolgimento di questo servizio fondamentale, il solo in grado di garantire la propria sopravvivenza economica e quindi l’erogazione dei servizi ai cittadini che garantisce.
Ora si tratta di capire quali saranno le conseguenze di questa omissione sul bilancio comunale e le conseguenze per i cittadini.
Per questo motivo chiediamo chiarezza ai due candidati che sono andati al ballottaggio, invitandoli a spiegare ai cittadini di Formia la loro posizione in merito.
