In particolare il compito del Piano di zona è di organizzare soggetti diversi, che in un ambito territoriale intervengono sui bisogni e sulla domanda sociale, per la progettazione e realizzazione di un sistema integrato di interventi e servizi sociali. I comuni, associati o meno (o i municipi metropolitani), d’intesa con le Asl, nell’ambito delle risorse disponibili e delle indicazioni del piano regionale, provvedono a definire il piano di zona, con i quali individuare gli obiettivi strategici, le priorità, gli strumenti e i mezzi, le modalità organizzative dei servizi, le risorse finanziarie, strutturali e professionali, i requisiti di qualità, le forme di rilevazione dei dati, le modalità di coordinamento con gli organi periferici delle amministrazioni statali, le modalità di collaborazione dei servizi territoriali con i soggetti operanti nell’ambito della solidarietà sociale a livello locale, le forme di concertazione con la Asl e con il terzo settore. Il piano, di norma, è adottato con accordo di programma, cui partecipano comuni e Asl, nonché gli organismi di terzo settore e le Ipab che, “attraverso l’accreditamento o specifiche forme di concertazione, concorrono, anche con proprie risorse, alla realizzazione del SIdISS previsto nel piano” (comma 3). Con deliberazione di giunta Regionale del Lazio n. 2925 del 30/06/1998 sono stati assunti i Distretti Socio/Sanitari di base quali riferimenti territoriali ottimali al fine di promuovere forme associative tra i Comuni per la gestione di piani territorialidi intervento.
Il DISTRETTO LT 5 (Formia-Gaeta) comprende i comuni di Formia, di Castelforte, di Gaeta, di Itri, di Minturno, di Ponza, di Santi Cosma e Damiano, di Spigno Saturnia, di Ventotene.
Con successiva deliberazione n. 6879 della Giunta Regionale del Lazio – in data 15/12/1998 – il comune di Formia é stato individuato “Comune Capofila” del per la sperimentazione dell’integrazione dei servizi socio/assistenziali e sanitari.
L’Ufficio Integrazione Socio-Sanitaria – che ha sede in via Lavanga 140 – coordina i tavoli tecnici che si occupano di Minori, Disabili, Anziani, Adulti, Tossicodipendenze e Immigrati.
Al Comitato dei Sindaci è attribuito il compito di regia con la finalità di procedere alla programmazione e all’indirizzo sulle materie proprie del piano di zona.
Peccato che di buoni intenzioni è lastricata la strada che porta all’inferno.
Infatti sul sito istituzionale del comune di Formia l’ultimo Piano di Zona pubblicato è datato 2014, quindi non è possibile conoscere quelli che sono gli obbiettivi e gli interventi messi in campo negli anni successivi per il raggiungimento dei primi.
Nemmeno è possibile conoscere i fondi stanziati e a chi sono andati.
Per fare questo è necessario leggersi tutte le delibere pubblicate sull’albo pretorio del comune di Formia. Lasciamo immaginare ai cittadini la difficoltà dell’operazione.
Ancora una volta siamo di fronte ad una gestione della cosa pubblica che rasenta l’irresponsabilità.
Un fatto che preoccupa soprattutto perché riguarda tematiche di una certa complessità e drammaticità. Speriamo solo che chi di dovere abbia tempo per spiegare le motivazioni di queste mancanze.
Tuttavia pare assurdo che ciò avvenga nell’epoca della “smart city”.
Cos’è una Smart City? Una città viene definita tale se gestisce in modo intelligente (smart, appunto) le attività economiche, la mobilità, le risorse ambientali, le relazioni tra le persone, le politiche dell’abitare ed il suo stesso modello di amministrazione. E soprattutto

Ebbene – al di là dei facili proclami che giungono dal palazzo – le nostre città non lo sono e mai lo saranno di questo passo, nonostante i milioni di euro spesi.
